Tobi is not Obito or Madara... See when Tobi fought Konan (In the Manga) when he was trying to get Nagatos body and rinnegan, She broke his mask, and he had the Sharingan in his other eye. So he is not Obito or Madara, Noone knows who he is, He mite just be a Zetsu clone or an Uchiha, But nobody knows, So hes just Tobi.
It's looking more and more like Tobi is Obito. In fact, it kind of makes sense in a way for Japanese naming conventions. When Obito gave Kakashi one of his Sharingan eyes, he became less of himself, so name would change to reflect that.
