Next story arc...naruto and sasuke take the chunnin exams, they need a third member though, and as we all know kabuto is still a gennin as well, i think we might have a pretty good team of gennin on our hands.

This was meant as a joke, they are obviously all exceptional ninja that would be considered jounin or higher ranked.

It would be funny if being hokage meant you had to be chunnin or higher

Naruto is technically Jounin rank, He goes on S-class missions, those are assigned to jounin or kage.

He can't actually leave the village by himself being a jinchuriki and all so his leader ship skills are questionable but he's a quick learner at lots of things, maybe that's one of his hidden skills.

I do think that at some point in time Naruto will be made a Chuunin, or Jonin. According to the third Hokage, the tournament is only to display your ability to certain judges who then decide who is worthy of becoming chuunin.

That being said, I think that the Hokage, could promote Naruto without the need of such a tournament. At the very least, she should be able to recommend Naruto to the Lord of the Fire country, and get him a promotion anyway.

Given he is one of the top tier shinobi in the series, I think its only right to promote him.

Sasuke is a missing Ninja and so is Kabuto until they pay back their debt to society or are pardon they will not be taking exams, as For Naruto in the war The kages and jonins can recommend Him for a field promotion from seeing Him in action.
