Why does Naruto rarely use fox cloak in filler/movies?

Do the writers just not feel like making strong enough villains for us to see Naruto use his full powers in the fillers/movies?

Welllllllll they just don't do it for every movie/filler

1- The third Naruto (part 1) movie when they are wearing summer clothes Naruto went Tailbeast mode
2- Naruto Shippuden 2nd movie "Bonds" He went 3 tails I'm not sure
3- Filler Arc with Sora Naruto went 3 tails

Seriously, there are many fights in the filler where he is getting his ass kicked for like half an hour straight and still not even thinking of using it. He can control up to 1 tail in part one and up to 3 tails in part 2 so the writers have no reason not to let him use it. Just let him use it and power up the villains a little.
