Ok alot of u guys might disagree with Naruto being number one.. but just think about it Naruto has reserve of chakra due to the 9 tail that make him superior to the others. Sasuke is great and all but u can't deny the fact that Naruto has alot more chakra than all of them put together. so i think this should give him a edge over Sasuke in this standing.

These are 3 teams.

Team kakashi:
Sakura, Sasuke, Naruto.
Team kurenai:
Shino, Hinata, Kiba.
Team asuma:
Ino, Shika, Cho.

So yes, sasuke is part of it.

I have nothing against dogs, but kiba just spams gatsuuga all day long and has a good nose. Its really onesided.
Ino however has more tools, like trapping people with a thread of hair.
I cansider Shintensin no jutsu a lot more powerful than kiba his tools.
You can even use shintenshin for scouting, if you use it on an animal, like a hawk for example.
I didnt just form the list from a 1 on 1 point of view but from teamplay as well.

Byakugan + Hinata her hyuuga techniques are quite powerful compared to most of the rookie 9.
