Its been well established that merely unlocking powers doesn't grant you permanent access to them; i.e. Sasuke had a sharingan at the massacre, but didn't gain it again until the fight with Haku.
For those complaining about Kakashi and his MS ability that's all I have to say.
Edit: Seems as though I was wrong about the 1 tomoe sharinganm thanks Champ for pointing that out.

It wasn't that he just gained it when he was fighting Haku. He just unlocked 2 tomoe Sharingan.

When Sasuke first awakened his sharingan he was 7-8 years old but shortly after he was put in tsukutomi and passed out...never remembering obtaining it

Common sense once Sasuke and Kakashi unlocked there new eyes they fainted and forgot, so they obviously needed another traumatic experience to re awaken it

I think Obito was able to use his immediately after unlocking it because he realized he was using it whereas Sasuke had no idea he was. Also it could be that Obito could because he was already 2 tomoe but I think someone pointed that out already.
