Who was the best water release (suiton) user?

I personally think it's Tobirama, but others think that it could be Kisame, etc.

Kisame's water techniques can absorb ninjutsu, he probably has more chakra than Tobirama as well meaning he can use technique's on a larger scale.

Kisame flooded a massive area that was completly void of water. It is hard to say we haven't seen much of Tobimara but from what we have seen it was pretty darn good.

Quite a bit less, IMO. Nonetheless, had any of the two decided to become Jinchuuriki (Hashirama had several of them, he could've made himself the Jinchuuriki of the 7-tails so he could fly around spamming Mokuton and made Tobirama the Jinchuuriki of the 3-tails so he could have a protective shell and even stronger suiton jutsu)

I have no doubt their chakra levels are high.

But people seem to think just because they're senju, their chakra levels are automatically bumbed up to Bijuu/jinchuuriki levels.

Kisame had bijuu level chakra supplies. Nagato who also has the sages body said he had more chakra than him. We've seen how much chakra Nagato had when he took on konoha. That's why I think Kisame has more chakra.

What? That's put as a B-rank jutsu, and is translated as "Water Seal". If it's B-rank, that means any Chuunin fodder can do that, and it's obviously not the same thing as Tobirama does; remember that Tobirama was the second-best in the Senju clan based off of his Suiton and quite possibly S/T alone.
