It depends if Raikage uses V2 from the start or not. If he starts in V1, he is finished since i don't think his speed would be enough to blitz Kakashi who was even able to contain V2 Jinchurikis with his enhanced Raikiri. I think Sasuke and Kakashi are around the same speed and Sasuke was able to keep up with him in V1. Sasuke's chidori was able to hurt him even with his lightning armour, so Kakashi's Raikiri(stronger than Chidori) should fodderise him if they were in the same position. Something that Kakashi also has over Sasuke is the use of KB or other feints especially when he knows nothing about his ennemy.

Those are the reasons why i believe he could outsmart Raikage and win in those conditions. Now, if Raikage starts in V2 directly, he is more likely to win since kakashi can't keep up, but i still wonder if Raikage can really escape Kamui. We talk about something that was even able to warp an entire tailed beast in the other dimension(something huge), so normally, Kakashi doesn't even need to be able to follow Raikage's speed. He simply has to activate a huge hole as big as the one create to warp Hachibi, and normally Raikage should be suck in. What's even funny is that Raikage has the bad habit to attack someone frontally without thinking, and if he does that, he will end like Sasuke Susanoo arrows. The fact Raikage is not really smart when Kakashi is a great tactician makes me believe he would have the edge

First of all raikiri+chidori, raikiri is only chidori's nick name.
And raikage will beat kakashi whether he uses v1 first or not.
And you do not know whether raikage is smart or not, just stop assuming he is dumb, after all a dumb naruto tricked a smart kakuzu.

Raikage take this with mid-difficulty. He can tank most of Kakashi's arsenal and dodge the rest. He would be able to kill Kakashi with one blow and he would speed-blitz from the beginning to achieve this.
