The only evidence from the manga that Madara may have been stronger, was that he was the leader of the clan. But that could have simply been because he was the older brother.

So no one really knows who was the stronger of the two when they had only their MS.

ems is a combination of both sharingan not just izunas and it was madara who formed ems they are his eyes
