In a flashback Garp and Roger were shown and they were talking about how they almost killed eachother in several occasions, which should earn Garp a spot in the top5 and somewhere quite close to Roger, we haven't seen how strong he actually is but that flashback should confirm his strength

And about Enel being close to the top10, I must disagree; if he was close he would've been able to take down Luffy despite the fact he couldn't use his lighting on him, Enel just seems strong because of his high lighting voltage attacks but he lacks offensive haki which puts quite a distance between him and the rest of the top10, someone like Marco could most likely take out Enel easily.

Oh, and Rayleigh posseses the one in a million haki, why underestimate him?

After watching Strong World I highly doubt Shiki deserves the spot he has on your list, since Luffy was able to take him down, also it didn't take both Garp and Sengoku to take him down, they were just there and ran into him, I'm sure either of them could've single-handedly taken him down.

im not underestimating rayleigh at all this is just a spot i see him in

i havent seen strong world ill watch it now but you know he did escape from impel down all on his own he must be pretty damn strong and from the things i saw in episode 0

Shiki cut off his own legs to remove the sea-stone and since he has the ability to float and make anything he touches float.. wouldn't seem too difficult for him to escape

i know that but even so are you saying that he didnt have difficulty they called it impossible so its not easy doubt it was easy for him either must have fought magellan or shiriyu which is no small matter

shiki had to have had a hard time hell i would think even mihawk or rayleigh or possibly shanks would have a very hard time getting out
