True, but Sasuke is no where near Uchiha Madara's level. Madara grew up in an age where wars were happening all the time and he was constantly in battle. It's only logical that his powers are far above Sasuke's because of how much fighting he was exposed to growing up. He was fierce rivals with Hashirama, and there's no way in hell Sasuke could stand up against Hashirama. Even with his EMS

Not to mention Madara also has the Rinnegan now along with the potential to use all of it's techniques

Kabuto had the most power- he's no slouch himself, and then he has an upgraded madara,nagato,deidara,kimimaro, 4 kage, and other assorted great ninja under his control, but he's wasted most of them now.

Tobi with gedo mazo and the 6 jinchuuriki is the strongest lone character though.

for real strength, i'd say the third raikage and kisame, followed by sm naruto.
