When I can manage to submit three chapters each requireing two posts just to fit into a thread, you shouldn't have a problem submitting three chapters period.
There isn't a word limit for the contest, or at least there didn't used to be. It was, you had three chapters or not and if you did have three you submitted them. My chapters now, average between 3000-3600 words, get a better excuse. "Sufficient enough writing" doesn't necessarily mean it follows the rules simple as that.
It's not a big deal Reborn. Either way it's first come first serve. If Lawliet approved it, then let it be. It's similar to how people post three chapters in one thread. (As in labeled and story line changes to go along with the chapter.)
Just chiiil, everyone has their own style of writing. Length and number of chapters isn't important. It's the content.
Number of chapters matters for participation in the contest, otherwise it wouldn't be a requirement .-. that's the only point I'm trying to get across here. Only reason I comment is because I dislike the idea of trying to get around the rules without a truely valid reason.

If you have long chapters that you would've liked to submit, you should've asked Lawliet. She knows how busy I am, and it took me two months to write that, only because I had about fifteen minutes a day.
Read everyone's. And they're all really good. Original stories are fresh, and the true fan fics are told with a lot of energy and really well for the most part. Kudos to everyone for writing all of em in the first place.

These two rules are based on the events where people used to only have one or two chapters and asked if they were still allowed to enter the contest. The answer was obviously no since Rei established the rule that a FanFiction must have 3 chapters to be allowed in this contest.
Now the second rule branches off from the first. Some people had FF's with 4 or 5 chapters in it - only.
If they were to enter the contest with the first 3 chapters, they wouldn't be able to enter with the rest of their Fanfiction series as there would of been 1/2 chapters left [which does not fufill the 3 chapters rule].
It doesn't mean that if i have 6 FF's, i must enter 1-3 and then 4-6 in the next contest. I can if i wanted to though.1
In Roku's example, and imo he liked going in chronological order or maybe he didn't understand the rule in the way i meant for it to be understood. Nevertheless if he had asked me if he was allowed to enter later chapters i would of said yes to granted there was 3 of them.2
That's also why it states

in every voting thread.

1 - I remembered it as that you didn't have to enter 1-3, etc, when you meant that you had to enter 1-3 first, then you could choose what three chapters to enter (as long as they were in chronological order - 5-7, 6-8, etc).
2 - This one make it seems like you meant that you could join with any three chapters as long as you had three, that's what put me off...
So I see that you've updated the rule... But this still mean that you have to join in with 1-3 the first time and then choose whatever you want as long as they're in order later on?
And one thing caught my eye... With "And have not been submitted (and won with) before. And if they have not been won with they can be submitted every 3 contests" Do you mean 1st place or top three?
