He covers his eye so he doesn't use it and waste chakra. So yeah most likely he can't see through it even if his eye lid is closed. Or else he would still be wasting chakra

Only the Byakugan can see through solid matter. Sharingan can't see through matter unless chakra is beyond it but even so only through a very very small extent (shown when sasuke noticed the chakra in the ground when figthining deidara as the bombs were close to the surface).
