    [Ninja World Wars] Official Rules of Engagement and Conduct

    War Rules

    -Each person may only use one bio for the war.
    -All custom jutsu, custom elements, and custom weapons may be used.
    -All battles will follow Rei’s Rules and Regulations.
    -If you die in battle you are dead for the rest of the war.
    -There will be no large scale village destruction; each large scale technique affects only the stage its used upon.
    -There will be no custom village defense jutsu. Each country's ninja will serve as its defense.
    -All role playing will take place in the RP threads. This is where people can talk, enact the war, and decide who will be fighting.
    -Once the fights have been agreed upon, the participants will make a new thread consisting of the location, the stage, and the participants. See “Thread Titles” for examples.
    -A time limit will be enforced in wartime battles. The time limit for a response will be a minimum of 3 days up to a maximum of 7 days. This time limit must be stated and agreed upon for each wartime battle. (3 days will be the default)
    -When a challenge is made to a given village, until the challenged village replies, the conflict is paused and cannot advance. If no reply is given in 5 days, then the conflict moves to the next stage and so on. This means that the challenged village always needs to reply and can never simply ignore a challenge.
    -Invading Ninja will travel to the Border Lands where they will need to defeat the guards at the country’s border in order to advance to the next stage and begin a village invasion. See “The Stages” for more details.
    -Each Ninja only gets 4 fights per opposing village, with the exception of the Kage who must accept every challenge.
    -The Invading ninja will get the first move.
    -The default start range will be “Mid”, but may be changed if both parties agree.
    -Injuries, chakra consumption, stat changes (poisonings, restrictions from techniques, etc) all apply during the whole war and not only the fight in which they happen. If someone uses a technique that says "usable only once per battle" that will translate into it being usable only once during the whole war. If someone is injured, he needs to be healed in the hospital thread or by his own means if he is capable of. If he doesn't, the injuries carry on until he dies or the war ends.
    -Once a fight has started all the participants must fight until one side is defeated. No one may intrude into the fight once it has begun and the participants may not run from the fight.
    -Only ninja may enter into a battle. Clones and summons are not allowed to engage in individual battles apart from their summoner/creator.
    -At the start of the war, each ninja (or ninja team) will be assigned to a stage and initial role (guard or invader). Invaders will all start at their contry’s border. Guards and invaders initially assigned to the country’s border will not have to wait the 12 hour travel time to initially reach the border. (See “Travel”)
    -The war is over when one of the following criteria are met:
    1) All the ninja on one side are dead.
    2) All Kages die.
    3) A peace treaty is established.

    The Stages


    -There are 4 stages for every village.
    1) Country Border (in the Border Lands)
    2) Village Gate
    3) Inner Village
    4) Kage Mansion
    -The Country border is in the common area known as the “Border Lands”. From the country border one must Travel to the village gate. Past the village gate is the inner village. The final stage is the Kage’s Mansion.
    -Each stage may have any number of guards posted.
    -The invading ninja(s) must engage the guard(s) in order to attempt advancing to the next stage. If all guards are are currently engaged in combat, one may advance to the next stage unapposed.
    -Each stage much be passed in order, and each time you move to a different stage you must face the guards in order to advance with the exception of the Border Lands and your home village.
    -Once an invader reaches the Kage’s Mansion stage, they may engage the Kage in battle.
    -The Kage may opt to leave the Kage Mansion and move to a different stage, but at that time the Kage will be accompanied by one or more personal guards.
    -A Kage’s personal guard(s) must be defeated before the Kage can be challenged. This is only applicable if the Kage leaves the “Kage Mansion” Stage.
    -A Kage may opt to join his personal guard(s) in a battle.

    Advancing to the next stage


    -To advance to the next stage, one must engage the guard(s) of that stage in combat. If the guard(s) are defeated, the invader may move on to the next stage.
    -All guards must be engaged in combat before an invader can bypass that stage.
    -If there are no guards at a particular stage, the enemy can advance to the next stage unobstructed.

    -Ninja must pass through here in order to invade another country.
    -There are only two reasons to be in the middle grounds:
    1) To defend your border.
    2) Traveling to or infiltrating a village. See “Travel” for travel times to and from the Border Lands.

    Travel


    -In order to travel, a person must post in their current location’s “Role Playing” thread stating that they are moving to a new location.
    -Once you post your intent to change location, you cannot change your mind. You must travel to that location before traveling somewhere else or decide to go back.
    -You must post that you have arrived at your new location in the new location’s “Role Playing” thread.
    -The travel time between the Border Lands and any village is 12 hours after you have posted your intention to change location in the RP thread. This waiting period maintains the integrity of the roleplaying aspect and keeps people from jumping from place to place instantly.
    -You must travel to the Border Lands before you can proceed to another village.
    -There is no travel time inside a village.
    -You must travel through a hostile village’s stages in order, however, you do not have to within your own village.
    -Time/Space techniques cannot be used for travel.
    -All travel will be done on foot, above the ground.

    Team Battles


    -All team battle will follow Scary Yamato’s Team Battle Rules.
    -A maximum of 3 ninja are allowed on a team and team battles may range from 1v2 to 3v3, and include any combination in between.
    -Once the team has entered a battle, all members must participate in the battle until it is over. A team member cannot leave the team in the middle of a battle.
    -New teams may be created or existing teams may be broken up before and after each battle.
    -If a team challenges a smaller group, the smaller group has 4 options.
    1) Accept the challenge.
    2) Search for another member of their village in the stage to join them before the fight
    3) Ask the larger team to break into a smaller group. The larger team may refuse the request with no penalty.
    4) Refuse the challenge.
    -If a defending team refuses the challenge, then the invaders may proceed to the next stage.
    -If the invading team refuses the challenge, then they must retreat to the previous stage.

    Scary Yamato’s Team Battle Rules


    -Each team may have up to 3 members.
    -Teams will alternate turns with each team member taking a turn before restarting the cycle.
    Example: Team ABC vs Team XYZ
    The order would be A, X, B ,Y, C, Z, A, X, …
    - Each member of the team will have the ability to control their fellow team member(s) and their abilities.
    Example. On “A”’s turn, “A” would be able to form an attack involving both “B” and “C”.
    -Each biography can only use techniques that it has learned. So just because member “X” knows A-ranked wind, doesn’t mean that both “Y” and “Z” can use it if they havent trained in it.
    -Only 3 Jutsu may be used per turn regardless of the number of team members involved in the move.
    -The turn order does not change if a character’s bio is killed in battle. If Team member “B”’s bio/character is killed on the first turn, “B” would still take his turn and make a move utlizing “A” and/or “C”.

    Conflict Resolution


    In order to keep the threads SPAM and argument free it is encouraged that everyone try to resolve their conflict between themselves, outside of the thread. If the conflict cannot be resolved between the two participants then the conflict may be posted in the provided "Conflict Resolution" thread.

    When posting in the conflict resolution thread, the following information must be provided:
    1) The link to the move in question.
    2) A detailed explanation of the problem.
    3) Each participant's viewpoint on the conflict in question. This will require each participant to post in the conflict thread.

    -Only one post per person may be made per conflict.
    -The person reviewing the conflict is only required to rule on the one problem in question. Any further review will be at their discretion.
    -Inquiries such as "Please check this fight" or "They may have done something wrong" will not be reviewed. If you do not know what the specific problem is then, chances are, it's not a problem.
    -The RP Moderator or Sensei assigned to provide judgement will have the final say when resolving conflicts. Their verdict will not be questioned.
    -If the conflict cannot be resolved then the fight may be ended by an RP moderator who will provide an outcome.
    -Outcomes may include:
    +Continuation: The person judging the fight will use theirr best discretion to decide on how to proceed with the fight.
    +D.K.O.: Both ninja's die and are no longer eligible to participate in the war.
    +Non-Event: This result will nullify the fight and all action that happen within. The participants will return to their previous activities prior to the fight and will resume from there.
    -A Role-Player may be banned from participation in wartime events if there is excessive arguments while lead to violations in NarutoBase rules.

    Ninja World Time Line


    To ensure that no paradox's exist or that their appearance is reduced to a minimum, the Ninja World follows a simple Time Line that uses Real World Time to establish itself. As such:

    -The RP starting time of any Event is set by the RL timestamp of the first post made to start the Event.

    -The RP duration of any Event is set by the every RP action taken from the start of the Event until its official end.

    -In the Ninja World Time Line, Events that have a RP starting time during the duration of another Event are considered to share the same RP Time Line. Basically, any Event started while another is underway is considered to share the same RP Time Line and as such cannot collide.

    -You cannot RP in an Event that has been started during another Event you're currently taking part of or have taken part of. This means that in terms of RP, you cannot be in two parallel Events at the same time.

    -Edo Tensei follows the same restriction, meaning that you cannot revive a bio in an Event where it is alive or if its alive in another parallel Event. The same bio (not the character) cannot be in two places at the same RP time.

    -If you die in an Event, you cannot take part in another parallel Event. Your bio also respawns in your village. You can, however, if alive, transition from one Event to the other, following RP Logic and if no paradox is created from it.

    -RL time doesn't dictate the RP duration of a given Event. While a given Event may span for months in RL, it may last only a few days in RP time.

    -A member, even if possessing 2 bios, cannot RP in two parallel Events, even if they are unrelated.
