I don't know. I really don't think it's the TBB cause how could Jariya and Minato be working on it if they have no tailed beast? Perhaps 'That jutsu' is like someone else said, his ability to go into Kurama mode but that also goes against why it's an incomplete jutsu that Jariya and the 4th were working to complete. It may be something that Kishi intended on using, but in the midst of the mess he's made with the story got swept under the rug. We may never find out
That jutsu is just naruto been able to take 9 nine tails chakra without taking the hate that that come with it that's why the altimate uzumaki sealing jutsu was placed on naruto so would be anle to adjust to it and whe he was ready he open the gate , battle the fox and take his chakra thru the kushina love. why it was regarded has THAT jutsu was the passing the 9 tails to naruto was not planed, minato & kushina whole instruction how to completely control the fox was properly not passed down cos the died on duty and finally naruto been the jinchuuriki wasnt a village planned thing so giving the key and hoping that naruto doesnt go rouge like ala sasuke and figure out what how to take full control 9nine tails. And the kurama situation is an after + to naruto for completing "THAT" jutsu not a result u can chuck that up to itachi for telling u need people around u not do everything for everybody

The bottom line is that Naruto knew exactly what Jiraya was talking about when he told him not to use 'that jutsu' early in part two. Considering Naruto's level of training back then, 'that jutsu' could only be Omada Rasengan or just the use of Kyuubi chakra in general. Considering what Naruto has done to his friends and master when giving in to the Kyuubi's will, it is almost certain that 'that jutsu' refers to Naruto giving into the Kyuubi's will and simply using its chakra.
Let me repeat, from all we have to learn, 'that jutsu' does not refer to a particular jutsu, but the general use of the Kyuubi chakra, the very thing that wounded Jiraya and knocked Sakura unconscious. If this is still at all unclear, let me know.

It is the Bijuu Dama.
RDS doesn't involve kyuubi, nor do FRS/RS .
And if you remember, naruto had to break a seal before getting kyuubi chakra.

But Naruto did not know about the existence of TBB early in part two and had no way of being introduced to it back then. As I just explained, there is a 0% chance that 'that jutsu' can be TBB based on this fact alone. It can only be referring to the general use of the chakra and thus the act of giving in to the Kyuubi's will, THAT IS ALL.
How could it be that when he learned how to do that with Bee without Jiraiya, the toad, or Kakashi.
So that meas that "THAT JUTSU" is something that we have not seen yet and will blow our minds away. IMO I think that it is an upgraded Flying Thunder God Jutsu so that Naruto would be able to keep up with Obito and his Space Time Jutsu..
Of course he learned Bijuu Dama with Bee which was what Jiraiya, the toad, and Kakashi was all hoping for.
You are assuming he should learn with jiraiya, toad or kakashi, which I dont get why, someone had to show him, and that someone was Bee
