Technically you are correct he did beat Itachi, but common sense should also prevail in these situations. Tobi does tell lies but what did he have to gain by telling Sasuke that if Itachi was serious that he would have killed him, myself personaly I believe Tobi was stating the truth at the time of their battle. Sasuke's strongest attack was kirin(could be wrong on that though) and it failed to deliver Itachi's susanoo was stronger then he sealed Oro with the sword meanwhile Sasuke was all but empty on chakra. Itachi still had his susanoo up he had every chance to seal Sasuke but he chose not too, so bottom line yes Sasuke won the fight but only because Itachi allowed it to happen that way.
