Ok, well first the water.

This needs to be short-mid range of both you and the person you place the illusion on. It activates with the snake seal and you use your chakra to control the opponents sense of hearing and sight to simulate singing and a colorful mermaid swimming in the water.

As you create your shadow clone, I thrust my chakra into his nervous system, taking control of his senses after performing the Snake hand seal. Using the nearby and inrange water source, your clone see's an attractive and alluring mermaid raise herself out of the blue water. As she raises herself out of the water, she opens her lips slightly, and begins to sing an enchanting and bewitching lullaby. As the singing drones on, the clone begins to relax, his muscles going limp, and his mind clouds with sleepiness. After a few more seconds, the clone hits the ground, drifting off into a nice, peaceful sleep.

Raise 10 strips of earth, that look like tape, meaning they are incredibly thin and long. Make them rise at least 1 meter away, in any direction you choose.

Perform the following hand seals, Snake → Ram → Bird → Hare → Dragon → Ox → Horse → Ram → Dragon → Snake, and then focus your doton chakra into the ground below my clone. Make them rise at least 1 meter away, in any direction you choose.

After performing the last Snake seal I send my molded earth chakra into the ground flowing out of my feet traveling through the ground to form a circle around your clone 1 meter around I then make the chakra cause several sticky strips of earth shoot out of the ground, 1 each wrap around the clones ankles and up to his knees and 1 each around his forearms then 2 around his waist.
The limb ones come from the right and left and the waist ones from behind
After the tape has wrapped around them it breaks off from the ground so it is only wrapped on the clone.

Theirs a 2nd step, yeah?

Yessir, there is.

Now wait one turn, or lets say, a few seconds, and then perform the Snake hand seal and insert your chakra into the tapes. Multiply their density/weight several times, to where they are so heavy, wherever the tape is attached to, is forced to the ground.

Beware, even if they attach themselves to the opponent, they have that next turn to try and get the tapes off.

Just a suggestion, this would go very well with loss of memory technique, if you have ninjutsu trained up to that one. You can make them forget all lightning related memories then use this so they can't just nagashi it off.

Now, I make another snake seal and focus my earth chakra applying the principal of added weight rock technique and cause the earth wraps to all multiply their density and weight, eventually forcing your clones limbs and body to the ground from the sheer weight.

Description: The user performs the following hand seals, Snake → Ram → Bird → Hare → Dragon → Ox → Horse → Ram → Dragon → Snake, and then directs their doton chakra into the earth. Ten earth strips with similar physical characteristics as tape erupt from the ground around the opponent a metre away from him. If the rock tape touches the opponent, it will attach itself to the opponent’s skin, making it near impossible to remove. After attaching itself to the opponent, the user will disconnect the tapes from the ground. One turn after the opponent has been attached to the rock tape, the user will perform the Snake hand seal, and the tape expands and then amplifies its density rapidly, increasing its weight. This anchors the opponent to the ground due to the immense weight, rendering the part of the body immobile.
*Note: Can only be taught/used by Selendrile
*Note: Usable three times per battle
*Note: The opponent can battle as normal until the user expands the tape
*Note: The opponent must have contact with the ground in order for the tape to attach itself to them
*Note: No Doton in the same turn
