my next bio will surely be able to get approved

It is but the same caracter bio has been made already by someone so you need permission from him to make the same one.If he doesn't give you permission it will be declined.

Yeah but the first one to make a new Custom Bio... that Bio he made is now his, and you have to get his permission to make it , and since you're new Yard ( the person who kinda owns this Bio ) won't approve of it :3 sorry

Sometimes rules are a bit confusing... If I were you, I would make a without a clan, bacause for most of the clans you need a certain amount of poste

PS, you don't have to add the last 3 E-rank jutsu's, 2 of them are just for practise, you have to do them once you learn ninjutsu, and the last one has to be taught when you're trained in ninjutsu.
