Sasuke, with moderate difficulty. He has enough techniques to avoid close combat, on top of that he can fly. Furthermore I doubt that Neji could defend against Sasuke's Genjutsu, having merely two points at it. Sasuke is superior in every aspect aside from Taijutsu, and their speed is the same. This one clearly goes to Sasuke.

Sasuke would win low-mid difficulty. This is the same guy who beat Deidara and went toe to toe with sick Itachi granted Itachi didn't want him dead but he did give it his all.

Also Sasuke can fight at all ranges and even go up in the sky and light it up to prepare for kirin. Neji can't do anything to stop that.

Agreed, I believe 3 tomoe Sasuke is superior to all the youngsters except for Gaara. He can even beat base Naruto also. Gaara is an exceptionally powerful shinobi for being a kid and not having power ups. To top it off he lost a power up and is even stronger without it.
