i think shikamaru and kabuto would be really dangerous on the intelligence level

Without a doubt, undoubtedly itachi and minato. Shikamaru is smart and can create great plans but he need assistance to execute them. While itachi and minato both can create strategies and both can make them come to fruition with their own hands(skills). So now you put itachi and minato together not only will their strategies be perfect but also they would simply be the greatest tag team of all anime.

shikamaru is a good choice to put in any tag team, but the problem is he is lacking way too much in terms of power and skill,whereas his intelligence is pretty much the best.
