Renji is the only Lieutenant with Bankai (Ikaku is 3rd seat) so it really has to be him.

However with the new arc, some others may had unlocked their's and we will have to wait and see.

Just because Renji has his Bankai doesn't automatically make him the strongest.

I'd say either Hisagi or Renji.
-Hisagi is the mental composure and maturity of being a Captain as well as the strength.
-Renji has the undying desire to surpass Byakuya, so that combined with his Bankai (and stubbornness) pushes him to greater heights.

Hisagi is one of my favorite characters, but I don't think he's that strong. He was the last captain to beat his materialized Kazeshini and seemed to struggle with a lot of his fights. I believe Renji probably is the strongest. he's been following Ichigo since the beginning and that's been a drive for him to get stronger. Especially in the new Quincy arc, after everyones been training after they all got their asses handed to them by Aizen. Rukia is probably right behind him, coming in at the second.

I forgot about the vice captain with the handle bar mustache, the one guarding Yamamoto. We didn't see him fight very often, but from the way they talked he was powerful enough to be a captain. He just never accepted the offer so it very well could of been mr. handlebars

As much as I love Renji and Rukia, I don't see them being stronger than Hisagi. Sure, Renji has Bankai but that means very little unless you have the means to back it up. With 17 months of training who knows, maybe Hisagi and some of the other Lieutenants also got their Bankais. I suppose we'll just have to wait and see, but I'm sure Kubo put Hisagi in a 1v1 fight for a reason :D
