Why hasn't anyone in Konoha ever consider reading from the forbidden scroll?

The 4th prohibited anyone from reading from the scroll.
But don't you think there might be some interesting jutsus or even some insights that could help Konoha right now?

I mean, Kage Bunshin which is Naruto's signature move doesn't seem like something that should be prohibited.

They should just give it to Naruto...LOL...although I don't think he has enough brain power to fully understand it's potential.

Lastly, if Orochimaru wanted to learn all jutsus in the world...why the hell didn't he start by stealing the book in the first place? he definetely had the chance many times.

Naruto is a special case with the kage bunshins, but that jutsu is forbidden because of the chance that it may deplete your chakra by half and spread it evenly between the clone...But it's weird how almost all the skilled shinobi use it often.

And orochimaru probably did have a look, but all the jutsu in that also are forbidden for reasons. I think it included info which can be dangerous in the hands of shinobi not from konoha.

they are not all jutsu in that book but mostly are and they are not for every shinobi cuz they are diffrent elements in book even if naruto has that book he couldnt use all jutsu cuz u need to have all elements to use them and naruto is for now wind only so he could use probably wind jutsus only from book...and yeah they are mostly hidding from another shinobis, but its not that secret hokage can use it....

Yes, what Fastlikesnail said is correct.. Multi Shadow Clone jutsu(Taju Kage bunshin no jutsu) will kill normal person. It involves splitting your chakra in equal parts. Number of clones + real body=Parts of chakra. So people with less chakra will not be handle this jutsu, dats where naruto with his own huge amount of chakra plus kyubi's unlimited chakra can pull this jutsu with ease.
Since Kage Bunshin jutsu is dangerous for user it was prohibited and was in forbidden scroll.
Talking about other jutsus, dere was a filler episode made in Shippuden where Oro tried to steal Forbidden scroll through Mizuki......

It was in the manga.
And even if he failed, he could have gotten it easily afterwards if he wanted.

Naruto only made the Tajuu Kage Bunshin because his emotions got pushed to the limit and he had no chakra control.

It doesn't make sense that they would seal plain old Kage Bunshin. He does say Kage Bunshin in the first chapter, and not Tajuu Kage Bunshin, but I still think it was Tajuu.

Well it is a forbbiden scroll becuase the jutsus in their are kinjutsus so it would kill the user if they used it. Naruto reading it was an excpetion. I think the diffrence was that he learned to make large amounts of clones. He's the only one who can do that because of his mass amounts of chakra.

Where is the scroll now? Since Pain blew the heck out of Konoha, isn't there a possibility that it was destroyed? If that happened, does that mean that Naruto and Kakashi are the only two in the world who know kage bushin? Not to mention the knowledge that was lost if that happened.

I don't think it's destroyed... and heaps of people know shadow clone justu.
