If not, then probably Tsunade or Mei

well because there is no lake at the place where the sannin fought konan cannot use her forbidden jutsu so shes at a disadvantage , i think its down to mei and tsunade then ONLY because of the circumstances as if there was a lake konan wins as they both would be blown to peices and i dont think tsunades healing technique works if she is obliterated into millions of pieces , but anyway tsunade would win this as her stamina and chakra are superior to konan's and mei's and would last longer then both who would tire faster as their attacks are only healed

konans tsunade's worst matchup. shes primarily close range taijutsu attempting to beat her opponents to death. konan shoves paper down her throat then shoots her head full of paper arrows. meis best chance is mist + acid. if that fails konan turns to paper, slides on the ground, finds mei and suffocates/blows mei up

With that starting distance Tsunade wins. Katsuyu's acid would probably deal with Konan's paper, all opponents are within blitzing distance and blitzing becomes easier when an opponent is distracted with another opponent.
