in situations you end up fighting near a water source or on top of it, this is a good jutsu to use to keep the opponent occupied. you can use this to escape or prepare for your next attack as the opponent would be busy enough in dealing with the whirpool.

* i first start by focusing and then i gather my suiton chakra. once i have gathered enough chakra i do the ram, snake and tiger handseals then i release the chakra and chanel it into the air. i manipulate its shape to form a cloud above your clone. i then manipulate the liquid within the cloud to change its form into a slick, flammable oil and then i make it rain down on your clone. as the oil is raining down i quickly spit out fireballs from my mouth to ignite the oil that is raining.*

@Disadvantages: Yes, its true you could use this a water source, but because of the rank of the water, I doubt you could use it as a source for higher ranked techniques.

You can use it separately from the earth technique, but it really doesn't serve a purpose besides acting as a waterfall falling off the earth.

To the best of my knowledge, your first jutsu cannot be made behind the opponent. As used in the anime, Tobirama uses it around himself as a defensive jutsu, then crashes it forward like a wave. I believe this is where the "mid" part in range comes from. Launching it toward your opponent. Look at the information below and find out.

@Water+Lightning: Good combination, an enhanced water technique is a good way to attempt to force your opponent to use multiple moves, or stronger moves to defend from your attack. Wave of Inspiration is a good technique to use with water because:

If you use a water technique as a first move, and then enhance it with lightning, due to the speed of Wave of Inspiration, they cannot interrupt your move. Obviously, the added strength is good too.

However, you do use two technique slots for your one turn, so you may wish to use them sparingly.
