Could be down to two things.

Oro has never been in his prime since the incident. Which isn't likely due to the fact we see him in full control of the arms of his current body in the Naruto fight and pulls off several powerful jutsu though this. Compare this to his fight against the Senin and it's really obvious that this simply can't be the case, since he was completely incapible of completing his own summons without Kabutos aid.

Or simply that during his changeover period, he lost the ability to use either of his arms due to his body beginning to reject him. We saw that Sasuke quickly denied him the use of his arms, effectively neutering any chance Oro had of a fair fight against him. This is understandible considering a fight with even a weakened Oro could have been difficult for Sasuke at this point, considering he still would have been much more capable then when he fought the senin simply on the vertue of being able to use the jutsu at his disposial.

He could not use seal, never meant he cant move his arms

The 3rd stated that he wanted to take away Oro's ability to use jutsu, as a result his arms were shown as unless. However, part of his soul was sealed based off the fact the Orochimaru wouldnt be able to use any jutsu.

Now, if this is the case the seal restricted the use of Oro's jutsu permantly but not his arms. After Oro switched bodies he may have healed his arms, but didnt regain his soul which could explain how he was able to move his arms freely. The "jutsu" used in those links didnt require hand signs, and shouldnt even really be considered justu but just the usage of snakes.

I don't think any of those techniques that you showed were one that required the hands. They were summonings which require the tattoo on his arm. Also the shed skin technique that can be produced by some research technique. They are both techniques that could be put onto a new body. Maybe he didn't get his arms back.

Orochimaru switched bodies, his arms were sealed in his old body. also Oro could only switch bodies every 3 years. his next body was Sasuke and the one before that was the body of some kid he took that won a battle royal in his hideout, right before the Sasuke retrieval mission.

go reread the manga if you forget simple things like this
