Its plausible. Why? Because Obito surely died and yes, Tobi is a rearranged version of the name. Shisui couldnt have had survived his suicide because he chose to die. One eye went to Danzo, the other to Itachi. Izumi on the other hand could have been revived by Orochimaru through Edo Tensei because in one chapter, Danzo, Orochimaru and "Tobi" worked together at one point. Orochimaru may have had many Sharingan in some laboratory and helped Danzo get Shisui's eye implanted,"Tobi" or Izumi naturally has Sage of the Six Paths blood and he knows how to obtain his Mangekyo Sharingan. Soo Izumi naturally can use a random Uchiha's eye from the laboratory to obtain his Mangekyo Sharingan. That explains in another chapter Tobi stands in a laboratory full of Sharingan eyes, but this time he implants the Rinnegan with his other Sharingan after he used the other eye in the fight with Konan. Also to point out Izumi's eyes could have been Shisui's eyes but higher in power.
