well, that's what also happens in the real world. when a country is destroyed (and if not the country the area in which a group of people have been living for, maybe, centuries) then they usually scatter.

if they had all fled to the same place all thier enemy would have to do is track down 1 of them and the whole clan could easily be targeted. scattering was actually the smart thing to do

Well, judging from every Uzumaki I have seen in this series, I'd say its safe to assume yes, yes they were idiots.
Also, Madara probably holocausted them in proper manner.
