Only the hidden leaf, sand, cloud, stone, and mist villages leaders are called kages (and the hidden star in the anime), while the other villages (rain, grass, waterfalls ...) leaders are just leaders ... and for amegakure there were Hanzo, Pain, Konan and now nobody I persume.
