Tobi is currently after Naruto and he's Putting up a good fight . But Naruto is just too fast and everyone is protecting him.if you watch closely Guy and Kakashi are doing all the protection. Currently Killer Bee is proving himself useless , he's just a big target. When Tobi "vanished" and went towards Naruto he could have easily went behind Bee and captured him with S/T. And stated by Minato and Konan this would be possible. If Tobi wasn't raging he could have Bee

It would take a while to teleport the entire 8 tails. Thats probably why he isn't going after bee. He mostly protecting the gedo mazou.
