Right. Sure.
Awesome.
The time-frame is pretty simple:
NB is turn-based a la grande. Everything's like a game of Tennis. Your opponent fires a technique, you fire one back. Simple. A 'break' happens when you swing your ketcher too fast and fire before your opponent does. The concept allows for some leeway, but stick to the turns.
Generally, you can observe and 'prepare' until your opponent fires his first technique. Then, and only then, you act. You don't act when he's doing handseals, nor when he's gathering chakra. You act when there's something coming your way.
Simple, right?
Your technique
His technique
Your technique
His technique.
Etcetera.
Stick to that and you'll be fine.
Do however remember to check the techniques you use. If your technique takes no handseals and his takes 50, then yours is, quite obviously, faster.
Check your points, you dig?

performing the Tiger handseal and than I release I large orb of water from my mouth fireing it at ytour fire justu making it collide canceling each other since being of the same rank

When do you fire the bullet?
Fire is weak to water. Your technique would continue towards me, albeit only as a shadow of its former glory.

O so they wouldn't cancel each other out since their the same rank? Ok that's something I should know xD And don't I perform the handseals than release the justu?
And my next think is how do you notice your in a genjustu if you don't have a Kg that tells you.
And how can you tell a justu like earth spike is coming below you without having a kg to see the chakra forming below you?

And I have the same problem. Do yourself a favor though; don't let redudancy get to you. If the combination works; use it. Don't use new stuff just to use new stuff. Stick to what works. Experiment, sure, but not just for the sake of experimenting.

Read that thread. It describes the concept very well.
Genjutsu? Well, that really depends on the Illusion. Does it make you go spontaneously blind? Then it's through simple logic. Sometimes, however, you'll have to let the Genjutsu affect you for a short time to 'notice' it. Don't just spontaneously notice it.
Use your head.
I'd recommend that you start designing a good way to get out of Genjutsu though. Peronsally, I use a three-way system, but that's just me. Some people use a Custom Weapon's ability. Others have techniques designed to notice Genjutsu, etcetera.
Always have an ace in the hole.
And you notice ground-based jutsus through the vibrations the spikes cause when they form. That's how I do, anyway. It æeaves you with a very small hople to react in, but it's there.
Again, it's a good thing to have some sort of sensory ability.

Ah, sorry. I totally missed the 'non' in 'non kg'.
Anyway; you've got Clan abilities and special abilities to make up for the loss of a KG.
Sage Mode, Eight Internal Gates, Smoke Ninjutsu, Ink Ninjutsu, Yamanaka Techniques, Inuzuka Techniques, Akimichi Techniques, Nara Techniques and Custom Clan Techniques all require a biography without a Kekkei Genkai.
In the case of Dojutsu (Eye Techniques - Byakugan & Sharingan) I'd recommend taking a look at the two individually. The Byakugan makes its user almost impossible to surprise and gives him or her a significant edge in close combat. The Sharingan, on the other hand, allows its 'wielder' to cast some mean Genjutsu technique and, to a certain extend, keep track of your doings.
Blind them physically, attack the Sharingan from behind. Attack the Hyuuga from afar.
Observe. Adapt. Evolve.

how do you defend against the rain element? Since it kinda depends all on clouds couldn't you use a wind justu and blow them away?
And is there anything you think I should learn more of?

The first one's a Genjutsu, so use what you have for that. A lot of pain, an S-ranked full-body technique or a chakra-infusion. 'Kai' (the technique) should work, too.
As for Killing Intent, it's really all about Rank. You're a Sannin, so Sage-ranked roleplayers will give you quite a scare. You can get out of it by inflicting pain upon yourself, but it takes time as you're partially paralyzed. Other than Sage-ranked opponents, Kage-ranked players will affect you, too, but they won't paralyze you on a Sage-level. Again; pain's the keyword.

So if a Sage or Griim type person gives me the great amount of fear I just can stab myself in the leg with a kunai to release me from the pain, but how long should I wait to do it? 1Turn or can I still do it in the same turn?

Grim's the same as Sage. The only thing 'above' Sage in these kind of things is an Official Sage.
You do it immediately, but it takes a lot of time, since you're partially paralyzed. Like Sasuke against Orochimaru; he moved slowly and rigidly due to the Killing Intent.
