He was of tall and slender stature, and his face was accentuated by his relatively long, blond hair, which was worn in a combed-back style. He also had a small, blue, triangular marking on his chin, a thin moustache, no eyebrows, and very prominent lines at the sides of his mouth. is typical attire consisted of a long sleeved, high-collared, grey robe, which has the pin-striped pattern that is common amongst the shinobi of Kirigakure. This article is worn over a hark-blue suit, with a similarly coloured sash wrapped around his waist and a pair of sandals which reached up to his calves.
Personality:
The Second Mizukage is typically laid back, jovial and has a somewhat carefree attitude at times. He is also very charismatic and not averse to praising other people, as seen with his unmistakable excitement upon observing the enormity of Gaara's sand attack. In spite of this carefree attitude, the Second Mizukage still cares deeply about the fates of the shinobi originating from his own village. He also seems to have somewhat of a short-temper at times, which is especially apparent when concerning Mū and their enmity, which he seemingly places more value upon than even his own life, aptly demonstrated by the manner of his demise and his neglect to ascertain the nature of his reincarnation, simply because his killing of Mū was brought into dispute. Part of this enmity seems to be due to the Mizukage's dislike of how selfish and underhanded Mū is as seen when he lashed out at him for telling Ōnoki that he should be sure to take advantage of the disbanding of the Allied Shinobi Forces. The Second has also taken a great liking to Gaara, referring to him as a "golden egg" amongst the current five Kage and even refused to help him any further in dealing with his Steaming Danger Tyranny clones, in order to have him prove his worth.

Description: This technique allows the user to liquefy the whole body at will, this technique makes it impossible to receive damage from physical attacks. From a single hair to the skin and muscles, everything can be liquefied and solidified at will. Be it to evade an enemy's attack during a short range battle, to infiltrate a structure, or to launch a surprise attack in a liquefied state, this technique boasts a high strategic value. Using this, the user can also re-shape their body parts for suitable situations. The only way to contain a user of this technique is to lock them up in an airtight container so they cannot move about. When the user passes out, they turn into a jelly-like state. As this technique turns the body into water, the user is vulnerable to lightning techniques. The Second Mizukage when using this technique has a more oily state allowing it to into Gaara's sand element and nullify the techniques. (this oily ability can only be used by the Second Mizukage).

Description: After using the required hand seals and slamming His hand to the ground the Second Mizukage summons his personal summmoning creature the Giant Clam. It bares the Kirigakure symbol on its back. It is capable of producing a deceptive mirage that completely renders observers unable to accurately locate the position of itself or its summoner, after firstly opening its shell and exuding a mist from its siphons throughout the duration of the technique. (must use the mirage technique to activate its ability)

Description: The Giant Clam manifests a realistic mirage of itself along with its summoner, the Second Mizukage, which is almost impossible for most observers to distinguish from the real thing. This property makes the technique ideal for concealing the actual location of either individual, resulting in confusion amongst the opposition as their attacks are rendered ineffective and they attempt to ascertain the pair's true positions. However, to maintain the illusion, the clam must continually exude a mist from its siphons throughout the entire duration of the ability.

(Suiton: Jōki Bōi) - Water Release: Steaming Danger Tyranny Technique

Description: The Second Mizukage creates a clone made from the oil and water in his body. The water in the clone is surrounded by a thin layer of oil that resembles a chibi version of himself once completed. Due to its structure, the clone's temperature can easily be altered to cold or hot. When it exerts itself the outer layer of oil heats up and evaporates the water inside. As the internal pressure builds, the clone expands until it explodes and the water vapour is released. This vapour then cools down as it rises and as a result, turns into hail which cools the clone, causing it to shrink to its original size and start the entire process again. Despite its size, the clone itself remains very fast throughout the technique, which not only allows it to heat up very quickly but also inflict damage using an axe-like liquid blade that forms on one of its arms. However, using this technique leaves the Mizukage in a very weak and vulnerable state.
Note: Can only be used by the second Mizukage and whilst in affect the user can only use A rank and below techniques.

Description: By putting the Hydration Technique into practical use, the muscles in the user's arm are temporarily enlarged and strengthened. Moisture is gathered from the whole body and compressed into the his arm. However, because it is essential to properly control the moisture balance inside the body, this technique's degree of difficulty is very high. This jutsu gives the user superhuman strength, capable of cutting through both rock walls and steel doors.
Note: Must use Hydration Technique before hand and be a member of the Hozuki Clan.

Background Info.
History
The Second Mizukage was the leader of Kirigakure and a member of the Hōzuki clan. He was the eternal rival of Muu. From this rivalry, he knew Ōnoki when the latter was a child and had constantly picked on him. In spite of this carefree attitude, the Second Mizukage still cares deeply about the fates of the shinobi originating from his own village, lamenting the prospect of having to confront them. The Mizugake is part of the Hozuki clan which is a group of ninja that originated from Kirigakure with the ability to turn their bodies into liquified form.

The members of this clan possess the ability to turn their bodies into liquid form using the Hydrification Technique.
