Least likely person, Shisui is like one of the most selfless characters in the series, he was the FIRST 'good' uchiha we know about.

If tobi WAS shisui why would he talk about his own eye in third person "Damn you Danzo, you even crushed shisui's eyes before you died"

It's not Shisui. Remember when tobi confronted Danzo and he said "Shisui's eye is mine" or something related to that. If it was Shisui why wouldn't he say "my eye". I highly doubt this theory.
