At most you only group them because it's impossible to distinguish who's exactly stronger than who. Different characters have different strengths.

i agree with your overall listing however i put some in groups together as i think they are equal

2,3,4. Unohana, Kyoraku, Ukitake
5. Shinji
6,7. Kensei, Rose (rose may be a bit below but we dont know enough about him to say)
8,9,10,11. Byakuya, Ichimaru, Kenpachi ,Hitsugaya
12. Tousen
13,14,15. Soifon, Komamura, mayuri (i think mayuri is much more useful than many on this list however since it is meant to be based of strength and mayuri said he was the weakest i put him at the bottom)
