First scene in this video says alot because this is the first time Tobi was introduced not only that but he acts similar to Obito by being clumsy.

I feel like this is what Tobi would really sound like if he wasn't acting all serious maybe its like some batman type of thing where he has to mask his voice so no one will recognize his voice.
