Understanding release dates

I read in some threads that Naruto 599 is going to get released today but there is something that I don't understand.

I just hit shonenjump dot com and it says that the last number is Weekly Shonen Jump No.39.

Checking raw-hunters dot com I noticed that No. 39 has naruto 598 and not 599. How is it possible that 599 will be released today if no new shonen jump was released?
If 599 will be released today, is there a way to get access to the raw?

599 will be out and translated probably within the next 6 hours, at the most. Just be patient man. I'm not sure where you can get access to the raws, but I'm sure its possible to a few hours before the translated version comes out, but why would you want to? Even if you see Tobi's face, there's a good chance you wont even know who it is.

I think the Manga is given to premium subscribers of the magazine first, even before the Volume is released...(aka get it online) It comes out around 4-5 days before it officially sells as a magazine I believe....

The manga is actually gotten by the raw providers early like even before it is stores in Japan and they release it early. Thats why it probably says it like that.

Ok, so Naruto chapter 599 is part of the Weekly Shonen Jump No.40
To be released on 9/3(Mon).

Anyone has access to raws? I didn't find any resource over the web.
