Because Kishi didn't proof read the manga. He also forgot to remember that kakashi graduated to chunin at 6. So i don't know why the hell he's taking them again.

I think he was Hokage but probably he has to learn the ropes they probably finish putting the Hokage's face on the mountin and then they take over. Or because of the war happening they had the third Hokage be in power because of his knowledge in war. Plus Minato's ability made him perfect be be on the battlefield and not where the Hokage should be.
