Tobi is the Ramen Shop guy. Now hear me out. Here's how it actually goes.

The Ramen shop guy was a ninja, and a damn good one. He fought in the wars side by side with Tobirama ( 2nd ) Hokage. The 2nd Hokage was his mentor. As the war was ending Tobirama and the Ramen shop guy developed the Resurrection teq. They learned this teq by studying the Sage of the 6 paths, All info the 1st Hokage got when he "defeated" madara. You see The Ramen shop guy betrayed madara after learning the secrets. After the fight madara was killed by the Ramen shop guy, had his eyes stolen and discarded the body.

After the Ramen shop guy got a hold of the first Hokages cells he was later killed by the Ramen shop guy. Then Tobirama was later killed by a set up .
This leaving Only the Ramen shop guy left. Afterwards the Ramen guy traveled and found nagato giving him the eyes. Afterwards he traveled back to the village and lived in secret. he opened the shop and guess who was his favorite customer?

that's right Obito! After obito died the Ramen guy lost it. He later revived the boy with the secret teq and told him everything that happened. See how the boy was half crushed he used the 1st Hokages cells to build back the body in better shape. The night of the village attack he used the same Teq to bring back madara as well. The first guy you saw was madara but after that the 2nd time it was obito fighting the 4th and losing! Obito wanted to avenge himself because the 4th came too late to save him, later letting Rin die.

After that fight the Ramen shop guy lived in the village in secret. he had the obito body still on the run working for him. he told oro about the edo teq and even gave him the DNA of the 1st and 2nd Hokage. as well a sample of madara. While obito was bringing the organization together the ramen shop guy kept an eye on the village from within.

Naruto just reminded him of Obito. he named himself Tobi because Tobirama helped founded the teq. But The ramenshop guy is in control so he is tobi! he took on the Ramen shop because Tobi-Rama = rama and thats almost Ramen!
