Step 1: Aquire a brick
Step 2: Throw said brick through neighbours windows
Step 3: Climb through broken window
Step 4: Smash their computers

1: Open up your wifi options in the bottom right corner if you have a PC.
2: Click Details
3: Get the Default Gateway
4: Open up a web browser and type in the default gateway
5: A username and Password will pop up, insert the Username and password.
6: Navigate and find where you can setup the password.
OR
1: Go to your wireless router
2: Hit the reset button for ten seconds.
3: Plug back in the wireless router.
4: Do steps 3-6 of the previous instruction in order to setup a password and prevent people from gaining access to it. WEP is not a safe encryption WPA2 is very good. Also if you do choose to reset it, the default password is generally admin for most routers. Sometimes there is no password and the username is admin. Also sometimes its username is admin and password is password.
OR
1: Call the police and file a law suit + press charges.
