itachi told naruto that he couln't use kA when he fought with sasuke,thus it was on cooldown then.The cooldown was said to be 10 years,yet:

1. this indicates that shisui has used it during uchiha massacre,but we are told that he only wanted to use it but not happened....if he did,on whom was that?

2.itachi was 13 back then and fought sasuke as 21 years old...that's 8-9 years at max as we don't know months,unless the current shinobi world war happens already over a year as he could use it on himself,he should't have had been capable of doing so as it wasn't 10 years.... unless shisui has used it some time before the massacre

Nice thaught but I think the 10 years KA needed to recharge because Shisui's MS wasn't in a vital state (unlike Danzo's wich was powered by Hashirama's DNA)

^ that. it is possible that Shisui could had used ka on someone back then, don't know who or why; but it's not very likely that the recharge phase indicates sth, it probably has to do with the fact that the eye was not in a living person but in that raven which was probably made from a small fraction of Itachi's chakra. so, the eye had to 'feed' and recharge from whatever chakra the raven had to offer.
