It is a girl, on the picture of all jinchurikis, you couldnt see if she was wearing a skirt or not, but in this pic, u can clearly see thats its a girl.

That thing doesnt look super special, it's arms are too short for it to hit anything. Maybe it's wings can also attack? That'd be kinda cool if she can fly when she transforms. The 7-tails must have a fairly large amount of chakra, as from what we've seen SO FAR the more tails a beast has the more strength/chakra is has (remember what Karin said when fighting the 8-tails, and we all know the Kyuubi is nearly limitless in terms of strength and chakra).
