I don't think any kage is shown to have been a puppeteer so far... There's really too few clues to get any sort of grasp of what his abilities were like.

Chiyo sealed Shikika inside Gaara but I dont know he has to be strong to be named Kazekage. He probably has the same affinities as children.

Probably a puppeteer just like kunkuroo, as he and the kazekage (his dad) looks most similar. He probably is quite strong to be a kazekage, but remember that he was ambushed and killed of-guard by S-class ninjas. If he was a puppeteer, he then didn't even have enough time to take out his puppets then which makes him even more vulnerable. Also remember that the "kage" of the hidden star village was murdered easily as well by some kunai while off guard.

Actually...we don't know who defeated him. All we know is Orochimaru did it. Not Kimimaro and Kabuto. I don't personally think he was that strong.
