As hipster Madara said i think it goes to Tobirama or Hiruzen...if Tobirama hadn't created Edo Tensei in the first place we wouldn't be looking at Madara's mug now. And if Hiruzen had killed Orochimaru when he had the chance he wouldn't have perfected it and we wouldn't be looking at Madara's mug now.

Agreed except for Minato and Hiruzen. Minato had to because it was the only way to give his son the kyuubi and stop it from destroying konoha at the same time, he also couldnt stay alive and let Kushina trap it inside and kill herself. With Hiruzen it was his own student and its the type of person he was, he simply couldnt kill his most admired student.

Oro did perfect it, it's said in the Wiki. Also, Hashi probably wasn't as big a deal in normal Naruto because Kishi prob didn't know that he was gonna make him a big deal later on in Naruto Shippuden. So that's probably a possibility why he was weak, but still not that weak.
