Naruto is naive. He thinks Konoha will retaliate if they kill Sasuke. When they pbviously won't.

That makes Naruto naive, thinking Konoha actually care as much for Sasuke as he does. So much that they're willing to go to war for him, risking their lives.

ABout the mizukage thing, couldn't madara just have hypnotized kisame with sharingan or something, so that kisame will be 100% loyal to him..
