The fact that Madara said he found Obito in the underground passage indicates that he didn't plan the meeting but is taking advantage of the situation. In other words, there meeting is pure coincidence and Madara must have been intrigued by the fact Obito was an Uchiha. If there meeting is a coincidence, and Madara did give his eyes to baby Nagato, what do you think of Madara's so called plan lol?
