Neji can see through Kakashi's dopplegangers with byakugan, right? And he can see if Kakashi goes underground to sneak attack. So Kakashi isn't getting close with raikiri, and any ranged attacks will just be blown away with rotation. Neji now has air palms so even if Kakashi doesn't let him close he can win with those. Still high difficulty for Neji because of Kakashi's intelligence, but good job to him anyway.

His experience edge takes it, Neji doesnt learn anything outside of the Hyuuga's main abilities, which Kakashi is familiar with. Kakashi on the other hand has 1000 jutsu learned that come from all different styles and nations, most of which Neji has never seen before

Actually, the byakugan does cover underneath the ground. Also, Kakashi isn't very familiar with the hyuuga clan's techniques because he doesn't associate with anyone who uses them.

I think Neji got this high difficulty because Kakashi doesn't have much stamina in part 1. Also, Neji can use rotation to defend against Kakashi until Kakashi gets drained. Once Kakashi gets drained, Neji can go on the offensive and finish Kakashi off. Also the data book gives part 1 Kakashi a 4.0 in speed unlike Neji who currently has a 4.5 in speed.

Kakashi may still emerge as the victor if he uses his intellect to outsmart Neji and raikiri his defence. Kakashi can also use Neji's blind spot and exploit it. So imo Neji wins 6/10 times with extreme difficulty.

Does it? Is there a particular feat to back that up? Not that it surprises me that much, and it's true Kakashi doesn't really kick it with the Hyuuga, but Kakashi is knowledgable of the clans of Konoha, he had a good understaanding of the Byakugan itself in pt. 1 as he explained it's workings to Naruto and Sakura, who knew nothing about it. This is mor than can be said about Neji's knowledge of Sharingan or especially his knowledge of jutsu not native to Konoha
