In the beginning of Shippuden, it was Sai>Naruto
But now it's Naruto>Sai, Naruto mastered Rasengan, got stronger, mastered sage mode, and got bijuu mode.
Sai never used Rasengan, and even if he did, wtf would that do with him being the chosen one, use the manga for reference.

Itachi could beat Sai easy(unless plot no jutsu says so)Since Itachi has strategy, visual power, ninjutsu powers, and was trained by Madara's pupil, Tobi. Plus Ink>Susanoo?
