Yeah he would have become a Hokage with your scenario in mind.His ST jutsu itself makes him strong, possibly low kage level.Add to that Kamui and 2 MS would mean Susano as well, and we have a Hokage.

If Obito never went evil he would've never attacked the village , which would've never caused the elders to move the uchiha to the corner of the village, which would've never caused the Uchiha to form a rebellion, and therefore no Uchiha massacre.
