I think it was the time skip hype too just because in every manga or anime I see the time-skip makes the minor chars develop at least one-three new powers then use it for the rest of that season or whole series. part 1 will probably always be my favorite cause it wasn't just their jutsu's it was also how they fought with it. So now the reason why neji and I think almost everyone IMO downgraded is because of the jutsu spamming. The only minor chars that I thought really developed and truely gain more keen skills was shikamaru , Sakura , and Hinata.

Neji was only good because Guy let his team train for a year before the chuunin exams came around. Once everyone else caught up to him we learned what a scrub he really was.

If you don't focus on a character then the others you do leave him in the dust and he forever seems weak because he has new techniques and abilities we just don't know them nor do we see them in fights, because he doesn't get to be in fights.

He is still my favorite character, though he hardly compares to the ninja kishi has been creating recently. The entire hyuuga clan became trolled the moment the uchiha and naruto started gaining powerups.

Out of the shinobi coming to Naruto now he is top 5 so he is not a fodder just not powerful enough for the story to be focused on him.

probably the strongest out of the konoha fodder group, together with lee.
the group just became fodder compared to naruto, sasuke, kakashi, gai, the kages, and some bad guys.
Neji is still pretty awesome compared to your average shinobi.
Probably even pretty good compared to the average jounin.
