Face the facts. In his younger days, Kisame killed all of his team mates because he knew that if they got caught, they would most certainly spill important codes and information. He knew they wouldn't be strong enough mentally to keep the secrets in. And when Kisame was captured and the Hidden Leaf shinobi tried to get into from him, he bit off his own tongue to stop them. Before he committed suicide to keep them from getting the intel on his organization, he, he made sure the Tobi would get the intel he aquired.

And Itachi.. he sacrificed everything for the sake of his village and caused himself a never ending pain and stayed strong through everything. Need I say more?

Itachi and Kisame were without doubt the most honorable duo in all of Naruto, let alone the Akatsuki. The best ninjas in the series? I would say so.

they HAVE shown the most loyalty and dedication to their villages. OP isn't saying they're the STRONGEST, but simply the BEST ninjas. If by best ninja you mean most loyalty and dedication, then I might agree. Many characters have sacrificed a lot, but I think these 2 did stuff no one else would.

A lot of people died to protect their village, that's what a basic ninja does. How can you blame someone for something that happened after they had died? Itachi has dedicated his entire life to Konoha's protection. From Anbu at age 10, to the massacre in the name of Danzo, and then being exiled and keeping Akatsuki away from the village. Even when he was an exile of Konoha, he kept working on its protection till the day he died. And Kisame killed his whole team, and later himself to keep the enemy from getting intel... Yeah, I consider that loyalty. Maybe not to the village specifically, but for whom he was working at the moment

I agree with them being two of the most dedicated Shinobis.

Itachi did everything he could to protect the village he loved, and even to the end he kept his secret to the grave in able to protect Konoha from invaders. Dedicated his life to try and protect his brother whom he loved the most ( but evidently he failed sadly ), as to carry on and redeem the Uchiha clan's noble name.

Kisame was a dedicated individual that follows what he deems is right in his own judgement, he lost all influence of the village he was loyal to because even the person he worked for was leaking information. He questioned his own loyalty to which/whom, until he was taken up by Obito and dedicated himself to the organization as one of it's top dogs.
