This is a my top five i'm using each character at there strongest to rank them and i also take into accountant each of the person on this list ability to beat the others named on this list.

1.) KabutoYakushi (pre Itachi and saskue fight in cave) How any one can argue against a man can summon 1000s OP zombie ninja is beyond me.

On top of that he is is very smart and has powerful enough moves of his own to stand his ground against any top tier ninja. (kabuto 6-0 against all other ninja on this list)

2.)Madara Uchiha (alive with Rinnegan)

At his second strongest he was able to tame the nine tails and fight on par with arguably the strongest hokage ever and almost came out on top.

Now add all the Op moves he can do with the Rinnegan and the PS you have a ninja with almost no weakness and insanely huge chakra reserves . (3-1 (3-2 he beats hiruzen) against ninja on the list)

3.) Nagato (Fully rested before Konoha attack) When he is fully rested he has huge enough chakra reserves to spam his OP rinnegan moves.

When these moves are used by they are said to be even more destructive and we seen the power of his moves when he use the six paths.

Add this with all of those summons he can change a battle field in a instance. ( 2-2 (1-4) agasint ninja on the list win against 4 )

4.) NarutoUzumaki ( current Fight against tobi)

Well being the perfect Jinchuuriki for the nine tails get you into the top 10 and add the fact that he has a wide array of moves that he has to his disposal he is almost invincible.

He has almost endless Chakra and can Spam all of his strongest moves endlessly one of the reason he is drop so low is that for one he still lacks in the intelligent department which one wrong move can get you killed against any of these ninja listed in this list and you have to fight a perfect fight to win all of these battles.

(As we see against the fight against edo nagato where he could have been killed if not for edo itachi ) (0-5 )

5.) Hashirama /Hiruzen (Hype) With these two it is almost impossible to gauge the power of each perfectly because each is build up with hype from two different sources with each source having his share of criticism with leads to the Vivaldi of each claim.

Hashirama hype: which is mostly given by Madara when he say that only Hashirama is able to stop him in is current form(edo +Harashima).

This for me tells me to things either one Madara is a huge D rider of Hashirama cause he was the only one in his time frame to beat him and because of his ego he doesn't want to make it seem like anyone but the person who has already beat can challenge him.

Two Hashirama either has some OP Chakra repression move that allow him to weaken his opponent or stop the flow of chakra.

I lean towards the second claim.

Because Madara is making make no sense at all in say only Hashirama can challenge him considering current state.(Him+Edo +Rinnegan+Hashirama)

so the only way Hashirama stands a chance is that he has this OP move we will learn about later.

Hiruzen hype: He was regraded as the strongest hokage to ever live by the people of the leaf.

Well the problem with this Hype is the ones calling him this have never seen the first two hokage so how would they be able to decide who is the strongest hokage?

Well for one this hold some truth because since Hiruzen was the student of the Hashirama and was still alive at the start of the story and in his 70s others children from his childhood were must still have been alive and well at the the start of the story are now the elders of the village.

Meaning Logicaly that they must have seen Harashmia fight or knew of his Godly powers and they would have told their children (the ones who proclaimed hiruzen the god of shinobi) the tales and powers of the Hashirama Senju .

even with all of the knowledge of the Hashirama the title of God of Shinobi was still given to the third. (elders and youth believe he was the strongest)

(Hashirama goes 3-1 off hype Hiruzens goes 3-1 off hype) The reason I can't put them higher than five is because we do not know the full extent of either fighter since we have not seen a fight from either and each of there powers are base off word of mouth.
