Yeah Itachi would be up there...if he were still alive or at least edo but he's not so he cant be on the list.
Not bad though I would agree with pretty much most of the list except for Orochimaru cause we dont know what kind of shape he's in at the moment. Also i would Garra and A above Tsunade but she's definately above Mei

characters are pretty good, but on bad places from my point of view, for 1 i don't see Kakashi, Gaara and Tsunade being better than A, than i am not sure about Oro being more than A as well, from my point of view Onoki = A and i dunno if Bee is more than Onoki and A, considering i am not buying the whole Bee's Lariat > A's Lariat, but that's maybe cause A is my most fav character, but still, dunno

He wasnt using any Ninjutsus anyway, excluding Raiton armor, but that one dont require handseals.
